At this level, it is all about being a proactive player and personalising contacts.

What should an entrepreneur or a HR manager think of the new recruitment methods, such as Second Life’s, LinkedIn’s, alentum Virtual’s, Career City’s, and those of many specialised forums & blogs? Which sources are most effective? How to come away with them? What resources should be dedicated to these activities?

Hudson | De Witte & Morel, Belgian leaders in the field of manager and director recruitment, proposes some ways to explore these new trends in the field of recruitment and to reach an initial balance of their effectiveness. During the official signing of the quality charter for the Science Parks of Wallonia (SPOW)

The last decade or more has seen growing acceptance that economies are going through profound changes. Some have even describe this as the third industrial revolution – comparable in scale and potential impacts with the first industrial revolution at the end of the eighteenth and beginning of the nineteenth centuries and the second at the end of the nineteenth and the beginning of the twentieth centuries. These revolutions went beyond the introduction of new technologies, products and services to transform economic relations, the drivers of economic success and sources of competitive advantage.

The same shifts are occurring today and Science and Technology Parks can play a crucial role in determining local, regional and international, competitive advantage for the communities they serve. There is growing evidence that Science and Technology Parks can operate as the strategic interface between the four key drivers of this new economy: knowledge as represented by Universities and other institutes of Higher Education; enterprise through new and growing businesses; connectivity though electronic and physical communications and cities, which lie at the hub of the new economy. The key element that binds these diverse elements together is talent as represented by new generations of knowledge entrepreneurs, knowledge intermediaries and knowledge workers.

Science and Technology Parks can play a key role in helping communities and communities retain, attract and develop talent. Parks achieve this in part by promoting the culture of innovation and the competitiveness which knowledge entrepreneurs, knowledge intermediaries and knowledge workers see as the key to their success. Besides this, the flow of knowledge and technology associated with science and technology parks creates new opportunities for talented people and the businesses they create or in which they are employed.

These linkages, however, do not occur naturally or easily, which other environmental factors outside the Park influence their success and effectiveness. This paper will outline these factors; relate the success of science and technology parks to shifts in the role of research-based Universities, R&D institutions and other key stakeholders. Particular attention will be paid the changing role of cities and the burgeoning competition between cities – and their local institutions and enterprises – to attract the global and mobile talent that will determine their long-term prosperity.

4:30 pm – 6:00 pm: «Competitiveness: the Clusters and the world »

Today competitiveness has become a significant issue that affects all companies, large and small: what to do to remain competitive? What are the drives of competitiveness? What happens to a community when its companies are, remain or become competitive? What is at stake with tomorrow’s competitiveness? Are companies obliged to grow? And if so, how? Are competitiveness and growth the same thing? Should we necessarily think of our company in an international perspective? What should we fear of emerging countries, such as India and China, with regards to their growth rates that appear to be extraordinary to us, but which are stable for many unknown countries?

What are the industrial answers to the questions of competitiveness? Competitiveness Clusters have been created in Wallonia. They are now starting to produce their first results. France has had a similar experience for a slightly longer period of time. What lessons can we learn from these first few years? What is the state of the art? What are the main challenges that these Clusters will have to face?
